Recruitment for a WEST AFRICA REGIONAL FINANCE MANAGER

As part of its development, and with a view to strengthening its team, Upright Partners is recruiting a Regional Finance Manager for West Africa on behalf of Children Believe.
Job location: Ouagadougou.
Work schedule: full-time
Type of contract: Fixed-term contract under Burkina Faso law for one-year (with a trial period of three (03) months), renewable depending on performance.
Starting date: Novembre 2024

I. Job description
Reporting directly to the Regional Finance Director for West Africa, the Regional Finance Manager will be responsible for the development and implementation of financial strategies, budget management, compliance with local and international regulations and quality assurance of financial processes.

II. KEY RESPONSIBILITIES
- Manage the budget process, including training, reviewing and updating forecasts for all programmes and grants;
- Analyse partners' annual budgets, provide recommendations;
- Contribute to the development of the national operational plan, including budget and cash flow forecasts and annual progress reports;
- Oversee the management of funds allocated to the country office and partners;
- Work with the Country Director (CD) and Children Believe (CB) teams to ensure financial management and compliance at partner and field level;
- Analyse partners' financial reports and monitor variances against budget forecasts;
- Prepare and disseminate quarterly reports on the use of the department's budget;
- Ensure that country office and grant expenditure is maintained at optimal levels and in line with objectives;
- Prepare and circulate monthly financial reports, including budget variance analysis and cash flow forecasts;
- Present a monthly financial report to the CD, RD and Grants Project Manager, including budget execution by partners;
- Submit quarterly reports on variances and the rate of use of sponsorship funds;
- Analyse partners' monthly reports and deal with any discrepancies or problems identified;
- Carry out financial analyses (e.g. cost/benefit analyses) and report on financial risks, breaches of internal controls and non-compliance;
- Develop the skills of OC staff, affiliates, associates and partners through mentoring and training activities;
- Organise on-the-job training sessions for partner staff in areas requiring reinforcement;
- Submit reports to local authorities in accordance with tax obligations;
- Monitor the OC's bank accounts and check financial contracts to ensure compliance;
- Manage payroll processing, ensuring compliance with tax and social security regulations;
- Collaborate with HR and P&C departments on remuneration and payroll benefits;
- Oversee internal controls related to financial reporting and operational processes for all projects, including internal controls over financial reporting (ICOFR);
- Audit partner financial documents to ensure compliance and accuracy;
- Report on internal audits and ensure that recommendations are implemented;
- Coordinate internal and external audits, ensuring that partners comply with BC standards;
- Assist the DBN CD and RD Manager in the preparation of the budget during the preparation of the proposal;
- Lead the financial management of grant projects, including budgeting and reporting;
- Ensure compliance with BC policies, safeguards and other tasks as assigned;

III. QUALIFICATIONS & EXPERIENCES
- Minimum degree of BAC + 5 in finance, accounting, economics or auditing; professional certifications are an asset;
- Minimum seven (07) years of relevant experience, including three (03) years as Finance Director;
- Expertise in strategic and operational financial planning, as well as in preparing budgets for several programmes;
- Solid understanding of accounting processes, audit procedures and financial regulations (IFRS, taxation, budgeting);
- Demonstrated ability to prevent fraud and corruption;
- Proficiency in accounting software and the Microsoft Office suite, particularly Excel;
- Excellent interpersonal, conflict management, negotiation and collaboration skills;
- Strong organisational skills in planning, prioritising, evaluating and multi-tasking;
- Experience in community development, gender equality and social inclusion in non-profit organisations is an asset;
- Ability to work under pressure in multicultural environments and to travel if necessary;
- Experience in preparing and organising training and coaching;
- Ability to communicate fluently orally and in writing in English and the local language(s) of the country.
