Job Description

POSITION TITLE: FINANCE OFFICER
NOM DU PROJET: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Burkina Faso
CONTRACT TYPE : Long term
Duty Station : Office in Ouagadougou, Burkina Faso, with intermittent travel throughout the country as required.
Supervision : The Finance Officer will report directly to the Finance Manager of GHSC-PSM in Burkina Faso.
Start date: November 4th, 2024

Context
The overall goal of the USAID Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project is to ensure the uninterrupted supply of health products in support of U.S. government-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the U.S. President's Malaria Initiative (PMI), the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), USAID's Family Planning and Reproductive Health Program, and the Bureau of Maternal and Child Health and Nutrition. To support USAID's global health initiatives, GHSC-PSM provides a wide range of health commodity procurement services and technical assistance for systems strengthening, which target all elements of the supply chain.
At the national level, GHSC-PSM supports national strategies and priorities that fall under the following three objectives:
• Procurement of health products and logistics
br> • Global collaboration to improve the long-term availability of health products
In Burkina Faso, GHSC-PSM provides technical assistance to and works closely with several entities of the Ministry of Health, associations and non-governmental organizations, social marketing programmes, and at the community level. Improving access to malaria, HIV, maternal, newborn and child care, and family planning commodities is critical by strengthening the supply chain to meet the country's needs.
Beginning in fiscal year 2023, USAID is procuring family planning commodities through GHSC-PSM for distribution directly to nongovernmental health facilities and community health workers in areas where USAID-funded implementing partners are providing support. GHSC-PSM will work with ABBEF for the storage and distribution of these products. To this end, GHSC-PSM will provide ABBEF with all the equipment and materials necessary for ABBEF to make contraceptive products in kits for distribution in DMEGs for Community Based Health Workers (CBWs).
The GHSC-PSM project is also supporting the Ministry of Health and Public Hygiene in scaling up the electronic application of the Logistics Management Information System (e-LMIS) in health regions to improve the management of health products and the quality of logistics data. This scale-up requires considerable and better coordinated support to support the organization of the various user trainings funded by the project in the different health districts for the successful implementation of this NetSIGL2.0 application. Therefore, the GHSC-PSM project is looking for a consultant to support the Finance Officer to coordinate all project procurement activities at the national level and support the implementation of project activities in Burkina Faso.

Key Duties and Responsibilities:
The Finance Officer will report directly to the GHSC-PSM Burkina Faso Project’s Finance Manager. The Finance Officer oversees aspects of project accounting and financial management per the general principles of accounting and adheres to the Chemonics Field Accounting and Compliance Manual. He must also follow USAID and Chemonics policies, procedures, and regulations.

Principal Duties and Responsibilities (Essential Functions)
As position title, the employee is responsible for the following main
duties and responsibilities:
• Check and/or Prepare and review payments to ensure that all supporting documentation and approvals are accurate.
• Check and assist all staff with their advance and travel report.
• Work closely with the office coordinator and the technical staff for the smooth completion of workshops and training programs scheduled in the project’s work plan.
• Prepare and execute the project budget to support implementation of all the activities in the project’s work plan.
• Participate in the vendor selection committee.
• Check purchase orders (PO) against supplier invoices.
• Review copies of all receipts for all expenses.
• Supervise the expenses of the Petty Cash fund and its reconciliation
• Facilitate provision of information and documentation during audits.
• Review expense reports.
• Enter and supervise all accounting transactions into the Automated Business Accounting Connection System (ABACUS) accounting software.
• Review procurement transactions to ensure that all supporting documentation and approvals are accurate.
• Production and submission of monthly financial report and follow-up of recommendations
• Oversee and/or establish monthly banks reconciliations and bank reconciliation processing transmission.
• Ensure the maintenance of proper accounting documentation, both electronically and in hard copy format, in accordance with Chemonics standards and filing systems.
• Oversee the processing of payroll each month and prepare salary receipts and payroll forms, social security withholdings, and employer contributions.
• Liaise with income tax authority and remit employee withholdings on a monthly basis.
• Serve as the second point of contact with the home office Field Accounting Support Team (FAST) representative.
• Review all coding sheets before they are sent to the finance Manager and country director for approval.
• Prepare and examine monthly wire transfer requests based on thorough analysis of paid and projected expenditures.
• Evaluate value added tax (VAT) reports to ensure accuracy and compliance.
• Ensure all transactions are in compliance with USAID rules and regulations.
• Explain generally accepted accounting principles, USAID, and Chemonics regulations to staff and consultants, as necessary.
• Ensure the timely payment of invoices and per diem to participants in workshops and training programs.
• Maintain collaborative working relationships with all the project’s staff (both Home Office and Field Office), vendors, and project counterparts.
• Provide assistance and advice to new Chemonics projects for their installation in the country.
• Train his accounting assistant on ABACUS software, SharePoint and Chemonics and USAID procedures.
• Perform other duties as assigned by the project’s country director to achieve the project’s goals and objectives.

Required Skills and Qualifications
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
• Bachelor’s degree +3 years in accounting, business or commerce.
• Strong knowledge and understanding of USAID regulations.
• At least 5 years of accounting experience.
• Computer literacy in word processing, spreadsheets and preparation of graphs, tables, charts with Microsoft Office (including Word, Excel, and PowerPoint) and ABACUS is necessary. • Professional level in English and French.
• Excellent interpersonal and communications skills.
• Demonstrated leadership, versatility, and integrity.

Duration of Assignment
This is a one-year term position.
