    Introduction

    The Danish Refugee Council (DRC) was founded in Denmark in 1956 and has since grown into an international humanitarian organization with over 7,000 employees and 8,000 volunteers.     Context

    DRC has been operating in Burkina Faso since 2013, with 6 field offices (Dori, Kaya, Ouahigouya, Djibo, Gorom-Gorom, and Dédougou) and one country office in Ouagadougou. Its main areas of intervention include protection, water, hygiene and sanitation, food security, and livelihoods. The organization adopts a community-based approach and seeks, through the implementation of multidisciplinary and cross-border projects, sustainable solutions for populations affected by conflict—refugees, internally displaced persons, host communities, and other vulnerable groups.

    With over one million internally displaced persons in the country—around 30% of whom have been displaced for a year or more—the humanitarian community must continuously reflect on short-, medium-, and long-term programmatic strategies. DRC’s program in Burkina Faso focuses on the recovery and development of communities through a multisectoral approach.

     

    General objective of the position

    Under the supervision of the Head of Programs, the Partnership, Grant and communication Manager will be responsible for overseeing and developing three strategic components of DRC’s mission in Burkina Faso: grants, partnership and communication management. He or she will have four hierarchical positions under his or her hierarchical responsibility and will be expected to play a coordinating role and ensure fluid communication with all other DRC departments in Burkina Faso.

    Responsibilities:

     

    1. Fundraising and Grant Management
    • Identify and secure funding opportunities from international donors and private sector partners.
    • Oversee the drafting and submission of high-quality grant proposals, ensuring alignment with organizational priorities and donors’ policies, regulations and priorities.
    • Manage donor relationships, including timely submission of narrative and financial reports
    • Support project managers in contractual monitoring of partners, ensuring compliance with internal and donor requirements.
    • Develop a diversified funding pipeline to support long-term projects.

     

    1. Strategic Partnership Development
    • In collaboration with relevant team members, ensure ownership and monitoring of the organization’s partnership and civil society strategy and the development of a localization strategy.
    • Contribute to project development by incorporating partnership approaches and drive program initiatives based on partnership discussions and stakeholder identification, working closely with sector coordinators.
    • Conduct regular monitoring visits to partners’ activities and participate in project follow-up meetings.
    • Serve as the organization’s external representative in coordination bodies focused on localization and partnership themes, enhancing visibility and influence.
    • Ensure, in conjunction with the Finance and Partnerships Specialist, the Grants Specialist and the Partnership Specialist, that administrative procedures and processes related to partnerships and sub-agreements are systematically implemented throughout the program, including vetting, grant agreements, disbursements and reporting.
    • In collaboration with the Finance and Partnerships Specialist, support the project managers in the contractual monitoring of partners, in accordance with DRC’s internal requirements and donor requirements.

     

    1. Communication Strategy and Visibility
    • In close collaboration with the Head of Program and Country Director, oversee the development of the organization’s communication strategy and standards in Burkina Faso, ensuring broad team ownership.
    • Ensure the existence of tools for monitoring and implementing contractual communication activities, supporting teams in fulfilling project-specific communication commitments.
    • Serve as the primary contact for internal and external communication issues, overseeing the creation of materials (reports, newsletters, WhatsApp/Instagram posts) to engage donors and communities.

    1. Team Management
    • Lead the recruitment of staff under direct supervision, coordinating with support services as needed to ensure a robust hiring process.
    • Manage daily staff operations, including setting performance objectives, conducting regular evaluations, monitoring career development, approving leave, and overseeing field mission agendas.
    • Foster smooth and positive communication among directly supervised staff, as well as with base managers, area managers, project managers, coordinators, and sector specialists involved in partnership, grant, or communication activities.
    • Organize capacity-building initiatives for the team as needed
    • Mentor the team to ensure synergy, innovation, and alignment with organizational goals, creating a collaborative and supportive work environment.

     

    1. Strategic Planning and Innovation
    • Contribute to the organization’s strategic planning by aligning fundraising, partnership, and communication efforts with long-term goals, particularly within the localization agenda.
    • Be a source of innovative ideas and provide strong strategic leadership to advance the organization’s strategy in Burkina Faso, focusing on the organization’s mandate and stakeholder engagement.

    Experience and technical skills

    Required:

    • Master’s level (Bac +5) in political science, law, Management, international development or other relevant field.
    • Minimum 7 years of experience in the humanitarian or development sector;
    • Minimum 5 years of experience in partnerships or grant management;
    • Minimum 3 years of experience in team management;
    • Excellent MS Word, Excel and PowerPoint skills;
    • Knowledge of the minimum requirements of communication in the humanitarian environment;
    • Experience working with national partners, local/governmental authorities and UN organizations;
    • Previous experience with DRC and/or in West Africa would be an asset.

     

    Conditions

     

    National or international employment contract

    • Duration: 12 months
    • DRC Classification: Management F Level 1 Step 1
