    Job title         :            REGIONAL LOGISTICS ADVISOR

    Project name: USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) Burkina Faso

    Work schedule: Full time (40 hours/week), with an envisioned level of effort of 8 months.

    Duration: This is a long-term assignment.

    Location of Assignment:  The location of assignment is Manga, Centre-South region, Burkina Faso, with intermittent travel throughout the country as needed.

    Supervision:  The Regional Logistics Advisor will report directly to the GHSC-PSM Burkina Faso Family Planning/MNCH Logistics and training advisor.

    General Summary and Background

    Chemonics International seeks a regional logistics advisor based in Manga, Burkina Faso, to support the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project’s activities in the Centre-South region.

    The Procurement and Supply Management project is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives. Since fiscal year (FY)20 Burkina office works under the following four project’s task orders (HIV/AIDS, Malaria, Population and Reproductive Health/Family Planning; Maternal Newborn and Child Health program) in providing health commodity procurement services and related systems-strengthening technical assistance, which support all elements of the supply chain.

     

    The regional logistics advisor is responsible for providing direct support to the entire health region and applicable regional counterparts and in support of pharmaceutical products management, e-LMIS (NetSIGL2.0) implementation and data analysis for decision making. The regional logistics advisor will be based in Manga. S/he will provide technical support for the implementation of the activities related to the extension of the new ACTs in the region.  S/he will provide technical advice for monitoring the availability and movement of health commodities in the region, support to e-LMIS implementation, supervision and use of LMIS data to improve health commodity availability at the last mile.

     

    Principal Duties and Responsibilities:

    • Provide technical assistance in supply chain management and pharmaceutical management services at the regional and peripheral levels.

     

    • In collaboration with other GHSC-PSM technical teams, develop and implement strategic and operational plans to improve inventory management and information management at the regional and peripheral levels. This includes, but is not limited to, training, supervision, monitoring and planning activities.

     

    • Support the regional health directorate in the implementation of the activities related to the extension of the new ACTs in the region in collaboration with other partners

     

    • Support the distribution of malaria commodities at the community level and improve the availability of health commodities at all levels.

     

    • Provide technical support for the development and implementation of modalities for monitoring the availability and movement of health commodities, particularly the New ACTs that will be introduced in the region in 2025 at the health facility and community levels.

     

    • Ensure the e-LMIS tools (NetSIGL2.0) are used in the region (at district and health facilities) and at the regional level.

     

    • Provide support for logistics data validation in the districts/region.

     

    • Work with other GHSC-PSM staff to build capacity in pharmaceutical management and inventory control for all health facilities in the regions and other stakeholders at the regional and peripheral levels involved in supply chain management.

     

    • Maintain regular communication with other GHSC-PSM technical teams and project management to ensure that all technical assistance needs for the regional, districts and health facilities are sufficiently mobilized and addressed.

     

    • Serve as a key resource for providing technical support to the malaria, MNCH commodities quantification team during the quantification and supply planning exercises and the quarterly supply planning review exercises.

     

    • Support the regional team during the Seasonal Malaria Chemoprevention (SMC) campaign and ensure reverse logistics of SMC campaign products.

     

    • Support the regional team during the 2025 LLIN mass distribution campaign

     

    • Coordinate with the regional pharmacist and team, training programs focused on pharmaceutical management, including the supply chain, and all other identified areas of intervention at the regional and peripheral levels, related to logistics management.

     

    • Provide support to the region and districts on supportive supervision and to ensure continuous availability of Malaria, Maternal Newborn Child Health and other health commodities at the last mile, including the private health facilities and at the community level.

     

    • Collaborate with other USAID or Non -USAID funded implementing partners in the region to ensure Malaria, Maternal Newborn Child Health and other health commodities are available at the health facilities, including private health facilities and at the community level.

     

    • Serve as a liaison with CAMEG to get information on availability of health commodities particularly the priority health programs commodities (malaria, Familial planning, Maternal Newborn and Child Health (MNCH), and other health programs commodities at CAMEG agency serving the region.

     

    • Analyze LMIS data for decision making in terms of commodity transfer, procurement advice to prevent shortage at the districts and health facility level for priority health programs commodities.

     

    • Coordinate with the regional team, the implementation of any GHSC-PSM initiatives in the region to reduce stockout at the last mile in the region.

     

    • Prepare regular progress reports and ensure that the activities assigned are carried out in a manner consistent with the results and budgets.

     

    • Contribute to the development of project/country work plans and with reporting requirements.

     

    • Attend technical meetings at the regional and peripheral levels while representing the project.

     

    • Make regular presentation of results to stakeholders in the region.

     

    • Maintain collaborative working relationships with all the project’s staff (in Ouagadougou office and Home office) and regional health administration.

     

    • Attend regular meetings at the central level with USAID team, in person or remotely to share the experience and/or projects initiatives and accomplishments in the region

     

    • Other duties as assigned

     

     

    Qualifications:

    • Advanced Professional Degree in health, public health, pharmaceutical sciences, supply chain or a related field
    • 4 or more years of pharmaceutical management as well as in capacity building in pharmaceutical management.
    • Experience in the health sector with understanding of Reproductive health/Family planning, MNCH, malaria and HIV commodity or other health commodity management.
    • Having a broad understanding of the Burkina Faso public health and pharmaceutical sector is required.
    • Prior experience in the development and delivery of training programs is required.
    • Strong reading, writing and oral expression with a high level in French is required. Fluency in English is an advantage.
    • Ability to multi-task and prioritize tasks.
    • Computer skills with intermediate level demonstrated in Microsoft Office Suite applications including Word, Excel, Outlook and PowerPoint are desirable.
    • Professional experience with USAID-funded programs is an advantage
    • Ability to travel within the region and country that may involve travel to difficult areas.
    • Required to be a Burkinabe National/Authorized to work in Burkina Faso
